Mr. Stanley is the Director of the Office of Critical Minerals and Metals in the Industry & Analysis (I&A) unit of the Commerce Department’s International Trade Administration (ITA). Mr. Stanley oversees an office of industry and trade specialists that monitor a wide range of sectors, including critical minerals and ferrous and nonferrous metals. The office undertakes
industry trade analysis, shapes U.S. trade policy, participates in trade negotiations, and organizes trade promotion events to improve the global competitiveness of U.S. critical minerals and metals industries. The office works with other U.S. agencies in developing a public policy environment that supports the Administration’s efforts to support domestic supply chain resilience and advance U.S. competitiveness at home and abroad. Mr. Stanley joined the Commerce Department in 1983, after graduating from North Carolina State University.

Mr. Stanley has demonstrated extensive subject matter expertise, policy instincts, and insightful abilities to perform detailed sectoral and policy analyses to enhance U.S. minerals and materials industries’ global competitiveness.

With over 40 years of Federal Government service at the U.S. Department of Commerce, Gary Stanley has consistently demonstrated public policy instincts, private sector engagement, and international commercial diplomacy supporting the global competitiveness of the U.S. critical minerals, ferrous and non ferrous metals, forest products, chemicals, and building materials sectors. He has shown entrepreneurial leadership, economic and national security strategic visions, and innovative company specific solutions to support and strengthen resilient supply chains for U.S. companies.

  • Lead U.S. Government subject matter expert in U.S.-Japan Paper Agreement negotiations, 1988-92
     

  • Lead U.S. Government representative on Industry Trade Advisory Committee (ITAC) for Building Materials, Forest Products, and Non Ferrous Metals, 1986-2000
     

  • Lead U.S. Government representative on U.S.-China Build Market Development Cooperator Program resulting in more than $750 million direct U.S. export sales to China, 2001-2018
     

  • U.S. Government Head of Delegation on Forest Products Trade Mission to the Russian Far East under Gore-Chernomyrdin Commission, 1997
     

  • Lead Commerce Department representative on multiple international critical mineral engagements, including Canada and Australia, 2019-2023
     

  • Directed and developed U.S. Government negotiating positions on forest products and building materials for 14 comprehensive Free Trade Agreements, including North American Free Trade Agreement/U.S.-Mexico-Canada Agreement, 1992-2020
     

  • Worked with USTR and U.S. industry to coordinate U.S.-China Forest Products trade agreement for China’s entry into World Trade Organization, 1993

Honors & Awards

From Presidents Reagan to Biden, Mr. Stanley faithfully kept the public trust by performing

exceptional Customer Service to every Presidential Administration, but also to every private sector client spanning large multi-national corporations to individual Small- and Medium Enterprises. Mr. Stanley served with distinction in the performance of all of his public service duties, while also protecting and safeguarding all classified information and business proprietary information.


As a Senior U.S. Government International Trade Policy and Industry Subject Matter Expert covering a range of U.S. manufacturing sectors, Mr. Stanley worked across the Federal Government and in partnership with the U.S. private sector and U.S. allies and partners to identify and address market access and related competitiveness barriers effecting U.S. industry’s ability to thrive on a global scale. As a senior director and leader, Mr. Stanley developed domestic and international strategies that supported U.S. industry’s manufacturing and international trade priorities resulting in greater industrial, international, and economic potential for many U.S. private sector clients.
